As a king, Servius Tullius doesn't seem to be very violent and did not fight many wars.

The only war that he fought was against the Veii and the Etruscans. 

After Servius Tullius succeeded to the throne, he warred against the Veii and the Etruscans .  He led the troops to intercept the attacking force before they reach Rome.  He stood against the aggressors in a classic phalanx and won the battle.

He expands the city to Quirinal, Viminal and Esquiline hills.

The military select men from the different classes and put them in army.  Their role depend on their age, experience and the equipment they could afford.   The officers of the army were not picked through the class selection; they were often voted by the civilian century and picked beforehand.
